well as you all know I got sick last June, well I planted 100 trees, [oak] and got most of them protected with tree tubes, all but about 25-30, got the rest of them covered today, most of them were eaten over the winter, most were 10-20 inches in height, well today all but 4 were 1 inch high, you tree expert's , do you think they will come back???

As long as voles didn't eat the roots, they should come back, especially if there is at least one bud left above ground. You will likely have to prune them to tree shape, because they will likely bush out.
