OK Trapperman Gurus A fella posted this on another forum I frequent and nobody has come up with an answer. I found a similar image with Google Lens of the same basic geometry but with a handle that is wood and metal instead of solid metal. The item pictured was found in Maine. It does look like it is made to lift 2 somethings with the two hooks and it could well be something like wood where the hooks could be driven in. And the near horizontal piece off to the left would be the fulcrum point. Here is a link to the one I found with Google Lens. It has several different views and some discussion but I am not sure any of the discussion is accurate. And now that I compare the two, I believe both have solid metal handles. What is this tool?
