Saw a vole in my basement..whats the best bait ?

I've caught them with peanut butter and a mouse snap trap... Same setup as I use for mice

Rarely do you see a vole in a structure. I am guessing it may be a shrew. Blind set snap traps along the wall and any guide edge areas. Butt the trigger end to the wall. No bait necessary.

True. Voles don't like being inside. I have caught shrews inside however.

Some animals don't like being inside , I have caught a total of 2 chipmunks inside a house , 2 separate jobs.
I have caught 3 groundhogs inside a house. 1 at one job , 2 at another job. None of these were in a crawlspace. Just animals that accidently got into the house and couldn't find the way out.
