Don't know they can this tiny, I mean I seen some really small ones they use in like the pine woods but this takes the cake

As Brian mentioned its for a relatively shallow water well , I've worked on water well that either had a windmill or pumpjack that were much deeper some had a brass cylinder with cup leathers or a working barrel that used a 5\8" fiberglass or 1 1\4" wood sucker rod to get water to the surface .

A submersible pump and a generator unless AC power isn't available works more efficiently with large stock tanks if the rancher was smart enough to listen to me . the main reason for them was in case something bad happened down in the well or a loss of power , or a wild fire and then a fire truck tank could be filled from them .

With the pump running to refill the tank again if power \ fuel is there to run the pump to refill the water tanks .

I have a couple of these pump jacks on shallow wells powered with gas engine. They work really well in remote areas. [Linked Image]

Small ones like that scattered thru PA and NY on stripper wells.
