That looks pretty old, but Onieda is still around making dishes, silverware etc. Par Plate means it's silver plated.

It is (fairly) old, I believe. I got it in a storage unit that I bought around 5-6 years ago. I'm in the process of cleaning my basement out and found this in a box. I wish there was a date stamped on it!

The base metal under the thin silver plate is probably copper, so it does have some small metal value.

I like old silver plate flatware and have a lot of it. Most has little value.

If that's a CC on the knife, it may stand for Charles Christofle. Christofle was a French maker of flatware, that started in 1842. They worked in both sterling and silver plate.

That knife may have a sterling handle and steel blade. A lot of knives were made that way. A lot of sterling is filled with a concrete like material. Candlesticks and goblets were very commonly filled.

If I was rich and had more time, I would collect fine flatware too. I currently just buy interesting sets I can purchase cheaply.

A maker to watch for, out of Israel, is Hazorphim. They mostly work in sterling and produce what is often called Judaica. Most of their sterling is heavy yet unmarked, so you can often but it cheaply. Their craftsmanship is often exquisite.

Even if there's little metal value, some flatware still isn't worthless.

There's several websites you can identify flatware patterns on. People that are missing a piece from a set, will often pay pretty good money for a piece to complete it. Flatware prices for plate are mostly low, but not always. If you have rarer pieces, that someone needs, they might be worth some money. There's literally thousands of different patterns.
