He seems to be lamenting how some parts of the country are in decline, and then talks about soldiers who fought wars in foreign lands and came back all messed up. It seems similar to the stuff Trump has said, except this guy seems to hate Trump, so I can only conclude that he's confused.

I have driven most of the highways into the coast of CA. There aint no low ones I am aware of. Especially into Gay Bay. I assume its a metaphor. Sounds to me like he is worried about the homeless and also mentally ill vets. Personally I don't think you can help 75% of the homeless without mental institutions and involuntary commitment. 24% are deadbeats and maybe 1% just fell on hard times. ( my numbers are a guess)

The title cut is a beautiful, world-weary ballad that narrates a trip along the highways and byways of America. Over a gently rocking beat, Earle crosses paths with empty houses, hungry people and broken factories, a bleak picture that belies a beautiful melody. The closing cut, "Remember Me," is similarly deceiving. It's a down tempo back porch ballad that sounds sweet but, in typical fashion, offers words that cut straight to the heart of the human condition.

I like the lone road. Bag of chilly freedows and flying j coffee, half filled with half and half,,, I can Run 3 days without sleeping more that 2 hours in the truck stop……

My record was only to AZ from NW WA ..22 hours for 1700 miles, pulling a 14 foot cargo box at 8 miles per gallon.
Yes we did criminal speeding.

The term "low highway" can refer to a few different things depending on the context. It can describe a road with low traffic volume, a less important road, or even an underhanded approach to a situation.

With Steve Earle, probably the underhanded approach to a situation.
