Justice is surely coming! Who was it that said the children aren't held accountable for their fathers sins unless they commit them ?

In my own mind if a drunken father hits a train and the result of that is the death of his sober child, then how was that child not held accountable? Am I splitting hairs between the physical and the spiritual?
