Personally I'd weld the entire hole shut and re-drill for a new J-hook or better yet, just bend a simple 1/4" rod base plate and weld that on for my attachment point. (I'd offset the attachment point on the base plate to near the end, but that's just my personal preference.) Another simple fix would be to pop out the jaws and drop a chain link of appropriate size onto the frame to attach to.
