So far Alaska has not got into the restraint idea. Greenies have focused on no trapping setbacks along some trails near populations.
Cable restraints are the governments way of telling the dog owners their dog can run free and the govt. will protect them. I realize the sporting dog orgs have also pushed restraints. The requirements that come with restraints appear to lessen the chances of success. I guess restraints are better then a complete ban.

We have CR's in PA. The regulations do make success more difficult, especially to "no entanglement" regulation. That really limits where you can set.
