The bill passed, now headed to the President to sign. If the Senate voted on this I missed it Every article I am reading says it Passed and is headed to the president. Nothing about needing to go through the Senate. Maybe I am missing something.

What makes this an R vs D issue? Or is it just because its up for a vote so the two sides pick opposite sides for no real reason?

Every article I am reading says it Passed and is headed to the president. Nothing about needing to go through the Senate.
Maybe I am missing something. There is no legislative path that I know of that gets it to the POTUS desk without going through both the HOR and Senate.

It will have to pass through the senate. It's going to take some democrats to break a fillibuster.
