I believe there's multiple scriptures that can be taken in the context that supports the predestination believe. Myself believes its more that God knows the future and knows the choice each person will make prior to them making it.

I understand that God would that all would be saved.
But free will gives us the ability to botch God's desire.
Just as most parents desire is for there children to be good peaple.
That doesn't always work out. That darn free will.
