it goes both ways

if there is a higher population city in a county it will tell the entire county what to do on a strictly county by county representation

when those populated cities are just across the county line form each other they build a district for them and a district for all the rural around the cities so that they each have representation.

like anything the pendulum swings both ways and it is always something to be aware of when looking at anything.
