You'll need some PPs for Wyoming unless you get lucky in the random side of the draw.

Dave ... about the only way you will get to hunt speed goats in Nebraska with a rifle or muzzle is to start applying now or buy a point for a few years. After a few years (depends on what unit you apply for) you will get a permit. If you apply for a certain area each year I'd start talking with ranchers or outfitters in the area you applied in even if you know you won't get a permit, that way when you do draw you will have already done the homework and know what to do to book a hunt or have private ground to hunt on. This could all change possibly after this year as there is a bill in the Unicameral that would let landowners get permits for big game on their land and then could in turn sell those permits to people looking to hunt. If it passes !

If you are a bowhunter you can buy a tag (statewide...unlimited) every year here and there are a few outfitters or landowners in that area where you can pay to hunt. Best is to get a G & P guide when they come out or look up info on the G & P webbsite which will be posted here shortly as soon as the proposed regs are approved by the commissioners. I think the private land eastern half that is mostly leased by outfitters would be a better chance to obtain a tag.
