I know the zoomed pic is low quality, but it's all I got.

I'm thinking a pileated woodpecker, but the green on the back is odd. Maybe it's just the glare on the bird's back that's reflecting a green sheen. All other colors and markings say pileated woodpecker.

Swamp,
I was driving last week and saw a pure black red tail, he had just a few white spots feasting on some road kill.

I think it is way too small for pileated

I do think it is a variety of woodpecker or sapsucker though

The only pileated I ever saw looked like a huge flying dinosaur, lol, that looks way too small.

only two; the yellow bellied sap-sucker has that white forearm showing, and the Red-bellied w/p
you are outside of the Acorn w/p range
the Pileated w/p is all black back and bigger than a crow

The Pileated is as big as a Wood duck, that is way too small for that. Yellow bellied sapsucker.

Yellow-bellied sapsucker. The light colored center of its narrow tail gives it away.
Look for nearby trees with holes in horizontal lines.
