My feeling is that this surgery shouldn't be considered any different than cosmetic surgery which isn't covered by Medicare, Medicaid, or insurance companies.

I think you are missing the actual end goal

create the failure you wish to correct with your new laws or other "help"

undermine the staff confidence so they all find other jobs

waste money till any confidence in the institution is gone.

then come in with a new plan to privatize and run corporate prisons to make money on the system and fleece the tax payer even further.

I think the actual goal is to plant the idea within the population at large; that if God can make mistakes (putting "men" in women's bodies and vice versa), then He isn't really God.
