Is it basically a floating colony trap?

Interesting idea, but I don't think it'd be legal here in WI.

I've seen similar but the pan was set to only let the bigger ones trip it . Remember it was vain said commercially made but never really took off.
From a few ways it makes sense
If it drowns em you probably get an extended check and if your only getting the biggest ones out the bunch that's more seed and less wasted time processing dinks.... arguably
