Ceuta is a proper part of Spain and Spain is in the EU. This was apparently a response to a ruling from the Supreme Court of Spain that those arriving from the sea cannot be turned away, so if you're looking to blame anybody for the crisis, I think the primary culprits are within Spain. Morocco itself might have played a part, as they did in 2021 when they also let thousands pour into Ceuta in retaliation for some diplomatic spat over Western Sahara (which Spain abandoned decades ago but still nominally belongs to them).

I get the sense that some want to blame the Jews because they like to blame the Jews for everything, but I don't see how Jews fit into this scenario at all.
