Nicodemus, Kansas, founded in 1877, is the oldest and only remaining Black settlement west of the Mississippi River established by formerly enslaved people during the Reconstruction era. The photo matches the very early history of the town that describes occupants initially living in dugouts. The town began in 1877 and photos from 1880 show typical town buildings so the dugout period may have been short. The websites with the town history don't show any photos of dugouts that I could find which strikes me as strange if this photo is indeed Nicodemus.
