… it was a bunch of white folk going to work … then stopping at the bar in the hotel I was staying at to drink Kokanee beer and watch the Edmonton oilers play hockey

This is uneducated drivel. The reason that the tariff has never needed to be applied is not because the limits are so high, it's because the tariffs are so high. We can't afford to risk breaching that level. The milk plant that my wife works at used to send multiple loads of Ultra filtered milk protein concentrate into Canada every week. I think it was about 2 loads a day average. For reference an 80,000 pound load of this product takes 400,000 pounds of milk to produce. That's not a typo 400,000 pounds of milk for each load. When the high tariff on dairy was implemented it immediately dropped to a load or two a week and now almost none because it would be too costly to make it feasible to send it there. That tariff being in place absolutely cut the amount of dairy entering Canada from the US.
