My answer would it depends...
Are we talking pigeons, smaller birds like sparrows?
Next question would be assuming big neon sign or the type
that is mounted with power behind it so a gap between the
exterior and the back of the letters?
Next question to your clients care what it looks like?
I've seen jobs done where you can see it from a hundred yards away and looks
awful but no birds...
Both pigeons and sparrows will build nests in spike if put where allows them to
get shelter or shade.
I can show you dozens of strip mall photos where this is happening.
Flex track (shock track) can be applied and powered to good effect with little to no ability
to know it's there, but costs more than some others.
How long of a warranty do they want and so forth also impacts.
If the sign has letter cutouts like say the holes in a "B" sparrows will gladly next in there and
pigeons if large enough. Ron Scheller has given some tips on sealing those out cosmetically on
here in the past.
Just a few thoughts, if you give more detail can refine for you.

succeed or fail based on wrong application or user.
