If you have deep enough water for a positive drowner,set the foothold in the water where the beaver is coming out of the water near the shoreline.
Just seen where you dont have acess to the water-disregard.

If conibears are legal, you could target them with the largest legal land set size. I have a pond I trap every year and get a couple beavers on a well beaten trail where the cross under a fence jumping between the river and the pond. I set 220's at that point. Not the ideal way to get it done, but works well enough with clean hits if you can funnel them in well enough.

If you do try to foothold one, I would use the biggest foothold you can legally set on land that is laminated and with fairly high pan tension so you can bury the front leg as deep as you can.
Another option if you can find one is to heavily block down, preferably find a natural blockage, the trail and set a double doored cage trap in the trail.

I know you posted that snares are illegal, are cable restraints legal? Sometimes it can be the wording, my beaver snares are basically CRs anyway...just curious.
