I don't believe that for a second. It's made up. They wanted to fire him for some other reason, possibly for taking time off due to covid.

When I was 21 I worked 11 hours and 45 minutes a night, 7 days a week during the Summer, driving a security patrol, which later in the Summer turned to 12 hours and 15 minutes a night, 7 days a week. I made very good money on overtime. The company I worked for switched to a lower cost insurance company, which required their drivers to be 24 years old or older. They tried to get an exemption for me and looked into getting a rider to cover me. It was prohibitively expensive. My least favorite manager called and woke me up about an hour after I fell asleep and told me to get dressed up and meet with a client in Cincinnati to get approved to work a high profile account in downtown Cincinnati. I got angry, called the former VP of the security company I was working for, who had become the national loss prevention manager for an upscale men's clothing store, to see if he knew of anything that was available. Without an interview, he gave me a job as the receiving manager and warehouse manager for the largest store in the chain. They were having huge shrinkage problems and he told me he wanted me because he wanted someone he could 100% trust.
They may be able to buy a rider to cover your son. If not, he should use this as an opportunity to find a better job. The job market is very good right now.

They wanted to fire him for some other reason, possibly for taking time off due to covid. not sure it was only 3 days he missed as they had closed the shop from dec 24th to jan 3rd to have the floors all epoxied and he had a note from the county health department.
America only has one issue, we have a Responsibility crisis and everything else stems from it.

He should apply for a union auto maker job, I bet you can build cars at 18 yrs old well he can build manure spreaders for sure and that is a lot shorter drive than the nearest car plant.

Wouldn’t that be age discrimination? Who sets the age you can work on cars?
The bank can’t tell a 90yr old they can’t take out a 30yr loan. Insurance company or not, that seems fishy. Age discrimination doesn’t apply until 40.

I suspect it's related to the type of work - auto repair. The scope of working on automobiles necessitates test drives. Likely the insurance company has written acceptance guidelines which restrict them from providing auto (garage) liability insurance where they know young drivers will be conducting test drives. I doubt it has anything to do with the young man's skill or ability as a mechanic or his quality as a worker. And, sometimes it is the insurance company's insurance company (the reinsurer) that dictates such underwriting restrictions. Sometimes you just can't "fight city hall" no matter how illogical the reasoning.
It most definitely is age discrimination. But insurance underwriting is purely and entirely discrimination based on all sorts of factors - age just being one of them. There's nothing wrong or illegal about discrimination unless it is unfair or illegal discrimination. Due to age being a quantifiable and known increase in risk, age discrimination in insurance is neither unfair or illegal.
Back when I sold a lot of garage liability insurance, we sometimes worked around this problem by the auto repair facility having a written policy that precludes mechanics under the age of 25 (or mechanics with a DUI history) from test driving customer cars or operating tow trucks if they had them. That means another mechanic would need to do the test drive and report his findings to the other mechanic doing the work. But not every insurance company would accept that work-around. When I worked as a FF/EMT, the company wouldn’t allow anyone under 25 to drive. It was the I insurance company they said. Same with renting a car.

I had a friend years ago who during high school, worked at a fast-food location that had a meat slicer. Because of his age, he could not go near it. Probably insurance or OSHA rule. This was in the min 60s. OSHA wasn't around in the mid 60's.
