Not gonna agree with Lee but am gonna disagree with it being velvet. Looks like a piece of dried hide of some description. Clearly looks like a strip of short hair on it in the close up picture. Velvet remnants would not have that.

I say it is velvet. Look up deer velvet and you can see short hairs on it in the pictures, just like you can when it is in your hand.

Guarantee you it ain't velvet... I've found 100s of sheds with velvet still attached. Look at the hair strips.....that's a bottom lip of a coyote. Poked thru about 6 in under the nose and peeled it off.
