That's your EPA at work. Carb suppose to be adjusted by a registered mechanic only.
Some of those carb adjustment tools are available on Amazon.

Also, a friend told me that if you take a empty .22 case and jam it over the adjustment hi-lo screws it will bite into the screw enough to back it out. Then you can take a dremel tool and cut a screw head slot in the adjustment screw.

Maybe.

I have it all disassembled. The piston looks fine. I can even read the writing on it.
The carb boot looks pristine. The impulse line has two small holes about the size of #6 shot.

I am hoping that is the problem.

It may be a bigger problem finding the correct impulse line to replace it.

I have an 032, but don't remember changing the impulse line. The 026 several times, until I stopped using those stihl black accordion lines and just replaced it with straight fuel line.

This one is one of the accordion type lines but it has lasted 38 years. If I can't find a replacement I will just use a straight wall tubing

So I replaced the impulse line and all the fuel lines and filter . The fuel lines al looked ok. No cracks.
Put new diapraghms and needle valve in the carb. Fired right up after 5 or 6 pulls. Adjusted the mixture screws and idle and it seems like it is brand new !
