The highest part of the canal is 85 feet above sea level. The locks are used to raise ships up over the continental divide and then lower them back down to the ocean on the other side. I don't know what it would take to dig down to make the whole thing sea level so that locks aren't require, but I'm sure it could be done. It could be engineered, but think of the environmental impacts and earth first protests. What if South America sinks, flips over, or drifts away? Could be a bigger existential threat than climate change.

The Pacific and Atlantic oceans are not the same elevation. It's only about an eight inch difference but I wonder what the current would be like if they dug straight through and they tried to equalize.

I would think the number of ships passing thru has the most effect this. More ships, more water from the reservoir being expelled.
