tie the dog up or find some trails to use a snare on.

Train your dog to leave it alone. Walk your dog in the back where the fox doesn’t go and let him get caught. Use that same smell up front and hope your dog learned not to mess with it

For me snares work when they are moving fast not slow. A dirt hole approach would be a cautious one by a fox.

If you had an aerial photo of the property that would help.

Any chance someone can watch the dog a few days?

What sort of distance are we talking here?
If it’s not too far a squeaker or some subtle flagging may bring him over.
In land sets and trapping techniques there is a whole chapter on drawing animals long distances with call lures. Might be worth a look.
If you are useing rubber jaw or laminated traps you could let your dog get caught like sportsman 94 said. He may eventually learn to leave dirt holes alone completely.
Just my 1 1/2 cents

I need to draw him 100 yards off his normal route, the wind is never in my favor but maybe I will make a set about 150 yards away but it will get the scents taken by the wind. He went 50 yards from my set but never smelled it cause the wind was bad

Hard to do that effectively, even with LDC lures. Trapping any beaver or know anyone close that is? Get some beaver carcasses and put em out close to where you want to try to catch em. Cover them up because of our exposed bait rule.

Drag that rabbit from where that fox is running to where you have traps set. Chop the rabbit in half near one of your traps and stuff half down the hole. Drag the other half to another trap and repeat.
If it's a flat set pin the rabbit down so they have to move their feet around trying to pull it free.
Don't forget to cover the rabbit so it can't be seen from above
I pick up roadkill rabbits for bait
