You can ask, or the president can just issue you one. Sometimes people don't accept the pardon, because doing so implies guilt and they want to maintain their claim of innocence or because they feel like they don't deserve it. A couple death-row inmates rejected commutations from biden because they want to prove themselves innocent on court.
