Is there any tannery’s that tans a beaver with the tail still on?

I think Moyles still does. My experience is that the tails take a beating in the drumming process. You might give them a call and see what they say.

Moyles did this one. You may want to paint or dye the tail after the tanning. I did several and most came out pretty good. A few were a little bit twisted or damaged.

I have hooped many beaver and get the tails tanned separately that I use for some of them. After I get the tails tanned I have a process of reconstructing the matching tail halves and attaching them to the tanned beaver.

You can leave the tails on the skin and they will tan them along with the beaver; haven't had them charge extra when done that way. They will be a little wrinkled up, but you can wet them back and card them to dry.
