IMO you can safely bet your last dollar that high level DEA and FBI people are involved in distribution. Politicians, judges all the way down to local LE. Your being told to focus on foreigners. If we are going to have a real war on drugs there is a sack full of of "respectable" U.S. citizens that need shot. Those drugs do not distribute by their selves.
