First you have to get him to come to you when you call him. Then play with a ball. Tease him with it a bit by shaking it in front of him till he will chase it. After he picks it up call him to you. Say drop and make him release the ball. Pushing a lip on his teeth works. You want him to play fetch not keep away. Some dogs need force training. There are you tube videos.

My dog will come when called if she has a toy but she drops the toy and runs to me when called How Olds the dog?  One way to train them to bring to hand is to simply quit throwing it, just sit and watch TV. If they bring the ball back to hand throw it again. If that doesn't work you're going to need to look into forced fetch

I used to train dogs for a good part of my income. When starting to train, you always want to make it hard to impossible for a dog to not do what you want it to.  A check cord, which is basically a, long leash, is the best tool to teach the dog to come. Keep the dog on the check cord. When you want the dog to come say "come" and pull the dog to you. Eventually the dog will come as soon as you call. Never give a command you can't enforce until your dog is fully trained in that command. When the dog performs correctly give it praise and affection. Never call the dog when you are going to punish it. 
  Once the dig comes everytime you call it, start training it to fetch. Get the dog excited about what you want it to fetch. Throw the object. Once the dog grabs the object, give the come command along with "fetch". If the dog doesn't immediately return, pull it in with the check cord. Praise it and take the item from it. 
  Always end training while the dog is performing well, before it gets tired. 
  You also can do force retrieve training, if you need to, using a raised plank and suspended leash on a zip line, but its unlikely you will need to.

Find yourself a copy of Richard Wolters Game Dog. It will have everything you need to create an excellent retriever. Definitely recommend this book. I used it and Water Dog by the same author for my Golden. It works amazing if you stay consistent with the training.
