So they use technology to analyze when a cloud meets the requirement to rain, then they use drones or planes to get into that cloud and release chemicals, mostly silver iodide to make that cloud rain, where they want. They can’t make more rain, they just decide where it will rain, if you read the article I’m linking here, he talks about the ethics of making it rain in certain watersheds and not making it rain in other watersheds. Essentially stealing the water where it would have naturally rained and making it rain to the highest bidder. I have no idea. It’s just what I noticed when I tracked them on the website I posted. Maybe they contract out small jet owners? I haven’t been to any smaller airstrips though. Some commercial airlines have been seen doing this like Ryanair.
