You would think tree barrier would work the trick here I’d getting gravel or rock that’s not loaded with sand and dirt that’s a big help to keeping themweeds down some gravel brings in unwanted weeds.

To do it right you should remove any organic topsoil. Have it excavated down the subsoil, then stoned from there.

You can’t put a driveway over grass… Dig out the grass till you hit base. Depending on the depth,  with cheap rock.. I like 3/4 minuse because it blows off easy. Fabric imho,Hold sediment and allowes weeds to grow They do make a hexagon material for stability

local conditions dictate the appropriate process.
  I'd be speaking to your local Conservation District/Township Supervisors or other folks who have actually CONSTRUCTED (and maintained!) gravel roads.
  Their advice would be invaluable; and could save you both time and money in the future.

Do not use weed clothe. Get an actual road fabric . Scrape of the grass layer and lay the fabric . It does not make a good base on top of the grass. Then used decomposed granite if you can find it. Best material out there for driveways. No dust , packs really well

What's millings? And where do you get it? Millings are the ground off asphalt when they re-pave the highway or other roads.  We have a local asphalt plant in town that we can buy it from.

excavate 24" down 1 good layer 4" breaker run, layer 1 !/4" gravel, top with 3/4" gravel...then  you got something
