We have a train bridge like that, gets hit at least 10 times a year. All kinds of signs and flashing lights a couple hundred yards before you get to it.
Tall box trailer being pulled got it last week, buckled the frame and peeled of about 4 feet of roof.

Seems like they need an early warning test barrier an inch or so lower than the actual bridge framing. A PVC pipe on a chain or cable Hit the warning and you wont fit under the bridge. They do something similar at some fast food drive thrus that have a canopy over the window. People keep smacking the canopy

Or a big I-beam before the bridge at the same height, at least reduce the damage to critical infrastructure.

There's a famous bridge in North Carolina called the 11' 8" bridge and also has the nickname "can opener". Lots a footage on YouTube of trailers getting hung up.
