Their hesitation to take action at the behest of the NWS and NOAA through multiple warnings of impending doom, therefore does make it a man made debacle.

This was a meteorlogical event stemming from that Tropical Storm that made landfall in Mexico and was swept up by the subtropical jet stream. a stalled frontal boundary allowed this system to park on top of this area and the constant subtropical moisture feeding into a stalled system allowed the cylclonic counterclockwise circulation that acts as a vacuum, sucking in more subtropical moisture at an accelerated pace. we know the rest of the story.
