It was man made in the sense that some idiot County Judges were more about losing a large sum of money and spending a big chunk of their dear tax dollars on a warning system, tested in and around the San Antonio area, specifically along Cibolo Creek and several smaller airports in that corridor. Those alarm sirens will wake the freaking deaf and dead. they are tremendously loud. Their hesitation to take action at the behest of the NWS and NOAA through multiple warnings of impending doom, therefore does make it a man made debacle.

this horse dookie cloud seeding thing is exactly what I call it. Horse dookie. That dude on Youtube is a darned village idiot that just wants to create content. This was a meteorlogical event stemming from that Tropical Storm that made landfall in Mexico and was swept up by the subtropical jet stream. a stalled frontal boundary allowed this system to park on top of this area and the constant subtropical moisture feeding into a stalled system allowed the cylclonic counterclockwise circulation that acts as a vacuum, sucking in more subtropical moisture at an accelerated pace. we know the rest of the story.
