There are a number of states that mandate state issued photo ID, and most of those only issue those IDs to citizens. (The states that issue drivers licenses, etc. to illegals tend to also be the states that don't require ID to vote). Others may issue a drivers license to a non-citizen legal resident (green card holder, etc) but have it plainly printed on the ID that they are not a citizen. So while they may not specifically mandate "proof of citizenship to vote", they do by default. They never found it necessary to pass a law mandating proof of citizenship to vote, because they have a law saying only citizens can vote, and they mandate an ID that is either only offered to citizens or states on it if the individual is a citizen.

Yes, it is illegal, but many states (mostly blue or purple states) don't require proof of who you are to vote. Basically they take your word for it. It is illegal in all 50 states, but only seven states require you to show proof of citizenship to register. There are quite a few other states that require a legal ID however, which does show whether you are a citizen or not, thus while they don't explicitly require proof of citizenship, they de facto require it, because they require something else you have to have proof of citizenship to get, or it is clearly stated on there that you are NOT a citizen (such as the case of a Drivers License for a resident alien). There are a number of states however who require nothing except you telling them you are legal to vote.
