In my opinion the best you can hope for with any kind of lure for otter is to move them a few feet from where they already are. Some otter urine or poop would be my choice to do that. You can find these materials at otter toilets when you find them. Little scratched up piles of leaves, dirt and grass will have been urinated on and attractive to other otters.
Occasionally otters seem to check out castor but it's pretty hit and miss.
My fear of moving stairs is escalating!

I've been trying to formulate an otter lure that attracts otters consistently for over 20 years, but so far I haven't been able to. I've come up with some that will attract some, but just as many go right on by. The best set I've found that attracts them is making a big gawdy dirt hole right in their toilet. They can't help but investigate it. Other than that, blind sets work great.

I believe Lenon's Lure have an Otter lure, Asa said it was designed for coyotes but his father kept catching otters using it if it was near water.

Like Paul said; just the visual of the dirt hole may have made any associated scent moot.
I will say this: A season or two ago I took to stealing fresh otter poops and pouring a little Minnesota Trapline shellfish oil on it. I believe it got an even better response than just the fresh unfamiliar poops themselves, as if... "Dude! Whatcha you been eatin'?!!!"

I've always found otter to be curious creatures. I've caught some in bucket sets, a couple of poplar sticks used to bait beaver, pocket mink and coon sets, and a lot of luck. Never found a scent or bait that worked. It seems they are more attracted to odd things than anything else. If someone said they placed a soup can on shore and caught an otter in a set. I wouldn't be surprised.
If removing guns saves just one life it's worth it. Then if deporting illegals saves one life is that worth it?

Take that money you are going to spend on otter lure and buy another body grip trap Set that body grip trap in a natural pinch point in the creek, on a channel swing bank, beside a root wad, or in a small creek leading to a bigger creek. That trap will catch you a lot more otter than that bottle of lure. Sort of like this:

Lure is pretty ineffective for drawing otter to a set location, except to maybe slow them down a bit at a toilet set location. In that situation I will use whatever type of lure I have with me; more as a curiosity lure than anything else.

If you have beaver channels, crossovers, or narrow places in small creeks a 280 or 330 size bodygripper is a great set.
BUT, if you just have a creek that is 15 t0 25 feet wide with no apparent otter location or otter toilet, and you know otter travel through the area occasionally, a baited pocket set with fresh fish (shad, blue gill, crappie head, etc.) or muskrat is an excellent otter set. Make a pocket set similar to how you would make one for mink or coon. Don't set the trap tight to the hole like you would for mink although it will work, unfortunately. Keep the trap 2 or 3 inches back from the mouth of the hole if you are targeting just otters.

Ask Gritguy about how otters respond to his squeakers. Otters do hunt by sound, especially when the fogs are chirping. Also the sound of rippling water in little feeder streams. They may think it’s fish.
