Are you wanting you smear base to be a natural ingredient or man made?

Go down to the local store and buy some lard and mix in your oils.

Ground up castors and oil sacs make for a very sticky, tacky base and a great attraction in itself. The skys the limit after that as to what else you want to add to it.

We have a product called Pretender. It is a natural very heavy, sticky fish byproduct paste base that should serve your purpose well. It is very durable and oil based. Its base odor alone is very attractive in itself. It may be similiar to what Bob Luderman is suggesting but I have never seen or smelled the fish tar. The ground up dried oil sacs as suggested may work as well.

Depends somewhat on what the lure is intended to attract and what you want its odor to be. I've used a lanolin/bto mix for a base like you are describing. It has a lasting attractive odor on its own, as does the fish base Bob mentions, but those two odors are extremely different and the final odor with your additives will be significantly different depending on the base you chose.
