God was in a sense saving souls or at least giving men and women a choice all the way back to the garden when he clothed Adam and Eve with the skins. They were being saved by their belief unto the coming of the sacrifice "Jesus". They didn't go to Heaven but to Abrahams bosom at which time after Jesus made the sacrifice, he went to retrieve them from Abrahams Bosom (which was the best part of the underworld) to Heaven. Also he preached to those who didn't go to heaven which were in the other lower levels of Hades.

Wouldn't the Heavenly host that was rejoicing be the Army of Angels since Man couldn't have been in Heaven before the 2nd Adam had made the blood for blood sacrifice ?
