Video sounds like a ERV is open which would indicate they are bringing a boiler into the header, or a pressure safety is lifted. Good news knowing there will be more power for the grid and more employment for skilled workers.

There are a handful of shuttered nuclear plants either in the process of being restarted or being considered for restart. Most of the shuttered plants stopped being operated because they were not cost competitive with the government subsidized solar and wind, in part due to over-regulation by the NRC coupled with laws that allow interveners to push up costs. Loss of those subsidies and increased demand by data centers has changed the economic picture. Palisades plant in Michigan and TMI unit 1 in Pa are leading the pack.
