I find that my battery powered ring cameras shut down the other day at -10 degrees. Apparently they do not like the cold. Brought them in charged them and of course they came alive. Back out side they ran until again it dropped temp enough. My Spy Point cameras in the yard at the lake. They sent their morning 5am check in photo with temp at -22.
Interesting what temperature does to batteries. The ring cameras are rechargeable and I'm sure the batteries are way smaller. The spy points have 8 of AA Good energiezers. Been in cameras for couple weeks taken dozens of pictures.

I have the solar panels on my ring doorbells. Seems like as soon as temps go negative the solar stops charging

My wife's little bird feeder camera has the solar charger. That camera is still running. I haven't had to charge it with the plug in charger since back in December. We had string of cloudy days must have used more power than charged back. That little panel is on south west side of house. Gets pretty good sun from noon until sun set. The ring camera that is by south facing door. It sometimes gets enough sun to warm up and turn on. Back door in shade stays off until air temp comes up.

Pick your reason:
Battery efficiency drops in the cold. You get much less energy out of it than you put into it.
Depending on the battery chemistry, some batteries cannot charge in the cold without damaging the cells, so they have a control circuit to prevent charging in cold weather.
Extreme cold often coincides with shorter winter days, overcast & cloudy. That means less sun light available to charge it.

never charge cold or hot batteries thats what i was told when cordless tools really started being a regular thing on the job site let them cool down or warm up before charging and you will get a better charge out of them most chargers now will sense a battery is hot but i dont think they will detect a cold battery

I live in Southcentral Pa. & have older Cuddeback cameras. They use 8 AA batteries. Last April I installed Energizer Ultimate Lithium bateries. I checked the cameras earlier this week and they still had 50% charge. They may cost more, but to me, they are worth it.

I think that battery drain is not the battery as much as what it’s powering. The more features and times the camera is activated especially the Ring Camera the less the battery life!
