It might be some type of hinge. It's different, but looks similar to one of the pieces that held the spot light from 1980s and early 1990s police cars. I haven't looked at one in a long time though.

It is used to put a slight bend in house door hinges to get them to sit square in their frames. It's quicker than the method of removing hinges from the door or frame and letting them in or packing them out as needed.

It slips over the hinge barrels, no need to pull the pin...most of the time. Sometimes a thick casing will get in the way but it works with most standard casings.
