You're probably right. Probably be states with an under 3 buck average, but not so sure about a national average.

This is my guess too. The average national price for gasoline was last under $3.00 in May of 2021. The liberal states charge such high taxes on gas now, that the conservative states would almost have to give it away to get the price down to $3.00 a gallon.
