Caught reds using sets like that using bean chaff or even corn stubble. Once the coyotes moved in I had to make the back and sides at least 10 inches higher. I always put a pee post set in at least 25 or so feet away. Caught a few doubles that way. If it snowed I would try to knock some of the snow off of the backing to make it show up better.
