Yes, as far as I know current regulations allow night hunting for coyotes with night vision and silencers. The only restriction I am aware of is that no artificial light can be used to shine the target animal.

I thought we can use a light on coyotes at night on the point of kill, but not to scan
Yes, you can use any light at point of kill only. IR, is considered a light so only available at point of kill also. Night vision is legal for scanning if using natural illumination (moonlight) as the only light source. Thermal uses heat detection and is not a light, so can also be used to scan.
