Why do many states say that your bait can't be visible from the air? It seems like it would put you at a disadvantage. That's means you can't use carcasses, scattered bones, a pile or guts or anything not somehow hidden in a cubby set or pocket set. How are pole sets with bait supposed to be possible, how do you cover the bait on the pole? It would also be hard to use a large amount of bait when you want to and it would take away from being able to make the scene natural.

I kinda thought it might have something to do with birds. I would be worried about vultures as well. I just wanted to see if that was the case.

Bird(Raptor ) avoidance is correct. Bait can be covered with grass pretty easily It is the odor of your bait that draws the animal in.

It's because of the birds. You can hunt coyotes with visible baits though
