You have to have Firearms Acquisition Card. My understanding is you have to call Feds and get them to approve sale. Maybe that is person to person involving shipping

It has already come to Oregon. Due to the initiative process, after December 8th, you cannot purchase a firearm unless you have a permit to purchase. Permit can only be issued after completion of a training course. At this time there is absolutely NO authorized training available and no procedures for issuing permits!

That initiative is going to get dismantled in the courts, as it should. They have 30 days after it goes into effect to set up the process for training, if that isn't in place in early January then they have more legal issues to face. This isn't going to go well for the gun grabbing crowd.
