Much of the US scrap metal is sold to foreign countries like Turkey, India, Bangladesh and Mexico. Since the scrap metal is being exported, there might not be any gains in scrap prices, until US processors come back.

India gets huge amounts of discarded electronics from the US. I've seen a lot of documentaries and travel shows showing Indians pulling all the different materials out of electronics. They burn the coatings off of the wire in what looks like a dystopian hellscape from a deranged lunatics worst nightmare.

They beat old metal ships apart in India with hammers too. The workers go mostly deaf.

I read an article on tariffs and how it would affect us all on the average. It said 1K to 1.2K person more a year for all the tariffs he wants too install. Not all those will happen. Tariffs are not all bad they can do the US better than harm. All most all imports we get have tariffs just not called that and are hidden with other names.

To curb tariffs and inflation just don't buy some of the things that are inflated or have tariffs if you can help it. You do without or improvise what you buy.
