 when I broke  some old pour spouts my wife ordered a box of 5 of new ones off Amazon  pretty cheap.  came with 10 threaded parts 5 of 2 different thread pitches and were the old style gas can spouts .  Also came with a drill bit and plastic insert that snap in to put in old school vent.  It was party  like it was 1999 all over again.
    Motor cycle cans ar t.t gal and come with vent and plastic poor hose and were cheaper than a 5 gal can so I bought one of those and it's been nice.
     For the boys lawn care I bout 2 5gal and 2 2.5 ga steel safty cans.    2  one big and one small for no alcohol gas for mower and 2 mix gas.   painted the mixed cans yellow.   Figured they put them in the van with my wife when I'm not home and they are safer for that.   They take and use the small  and to fill equipment  and always have very more to top off the small can in the morning with from the big can. 
      So if you have the pain in the but non vent gas cans you can fix them  with a click at Amazon.  If you need new there are other options that work as well.
 
      I don't expect the government to get anything  that works as well as the old ones  in their new design . Just becuese I have never seen the government do anything well. 
    Now some of my older cans are starting to split at the top  along the seem creating it's own vent I guess.

I found some universal open spout kits with lids and vents on internet and we’ve been using those for years. Best thing we did was throw those stupid safety fill spouts away and retrofitted all our cans with the free flow kits and valves. Jim

I have a good supply of older cans, metal and plastic. When I do buy new, first thing I do is get rid of the new design crap, add a regular pour spout and a vent (all readily available online). 
  The new design and CARB compliant cans are a perfect examples of, "We're from the government and we're here to help."

Rural King sells a 5.5 gal can that is non CARB compliant with a vent hole....Not a official gas can, but it's red and works great.
  CARB is a control move by environmentalist, and causes strong urges to dump gas on the ground out of spite, Lol.

I definitely have more cans than spouts I pulled the old spouts off of my kerosene jugs last year. They sell cheaply made replacement spouts for $10 but they are junk the sun eats them up pretty quickly UV dead.

Drill a hole in the back, away from the spout just big enough for a small valve stem with out the core. The stem cap will plug it up for transport.
