The poles are inceasing about 2-3 times as fast as the rest of the earth and that is why we probably don't notice the change as much as those who live closer to the poles and there are far, far fewer people who live in those regions. How much the oceans will rise due to the ice and glacier melting we don't know. Warmer air holds more water then cooler air and thus more water can be held in the atmosphere, at least temporarily and may well be why we see fewer rain events but more during each event.

Taxes will not build the infrastructure that many will need as things change and many insurance companies won't even cover assets they feel are in too high risk areas. The population of the world is centralizing to find work, housing and amenities and many of those locations may well have issues either from high water, flooding, heat etc.
Tax money to fund research and engineering studies to help decide how to confront those issues to me is money well spent. Taxes won't be able to do the changes necessary,we have to hope the private sector can find the best ways to manage as the changes take place. We are seeing that now with the insurance companies not covering properties in specific areas or raising rates to the point where development will be only by the very wealthy if at all.
