We have local buyers (most of whom later sell the fur at the auctions) who offer much lower prices than one would get directly at the auctions, but the peculiarities of our harvest permit distribution system and auction requirements (including what's called veterinary certification) make it very complicated for trappers to sell their furs at the auctions, so the majority of trappers end up selling their furs locally.

I often wondered that.

Here we can do both with auctions mostly the more profitable but not always with the costs associated with selling direct through them.

It's not bribes, it's testing that all wild furs (and some other types of wild produce) must be subjected to prior to shipping or any transportatation between regions or internationally. To have your furs tested, you must bring them to any lab of the sanitary-epidemiological service (sanepidemstantsiya), which is a government authority that supervises, well, sanitary and epidemiological things, such as pests, vaccinations, food and water quality, etc. It currently costs around $8 to have one skin tested, I think. They test all skins for anthrax and for radionuclide contamination. So if one is a small-time trapper and only has a handful of skins, which is pretty common, bothering with these certifications is just not worth the hassle.
Then there's also the Merkuriy, a federal system of barcoding and tracking for all agricultural produce in the broad sense, including furs (more taxes!), and it's also something that most trappers only have a vague idea about.
